The answer in Virginia is pretty much, YES, you can be lawfully fired for failing to sign a non-compete.
That is, unless you have a written employment arrangement wherein each party agrees otherwise.
Most employees in Virginia are considered at-will, which means you can be fired and or quit at will, without reason.
One reason you can be fired, is failure to sign a restrictive covenant, or non-compete agreement.
Sad, but true.
